Japan Jobless Rate Climbs to 2.6 Percent in FY 2025

(MENAFN) Japan's labor market showed signs of mild strain in fiscal 2025, with the average unemployment rate edging up to 2.6 percent — a 0.1 percentage point rise from the previous year — even as total employment hit a record high, government figures revealed Tuesday.

The Ministry of Internal Affairs and Communications reported that for the fiscal year ending March, the number of jobless individuals climbed by 50,000 to 1.8 million. Meanwhile, employed persons grew by 360,000 to reach 68.29 million, the highest figure recorded since comparable data collection began in 1953.

A breakdown of the unemployed population reveals a mixed picture. Dismissals accounted for 420,000 out-of-work individuals, rising by 10,000 year-on-year, while 760,000 had left their positions voluntarily — typically in pursuit of better opportunities. Those entering the job market for the first time increased by 30,000 to 500,000, according to the ministry.

March data told a slightly softer story. The monthly unemployment rate nudged up to 2.7 percent from 2.6 percent in February, while seasonally adjusted employment dipped 0.2 percent to 68.15 million.

On the hiring front, fresh data from the Ministry of Health, Labor and Welfare showed new job openings contracting across seven industries in March. The information and communications sector bore the sharpest blow, with openings plummeting 15.8 percent compared to a year earlier. Wholesale and retail followed with a 6.5 percent decline, while accommodation and restaurant services posted a 6.4 percent drop.

The divergence between record employment levels and rising unemployment suggests Japan's workforce is growing more fluid, with increasing numbers of workers in transition between roles rather than locked out of the labor market entirely.
